This isn't going to be a very clear cut answer, and for that I apologize in advanced. From the mod POV, I'd say we don't expect anyone to integrate a castmate beyond what they've done in their application. Some players choose not to integrate their castmates in their AU background and do so with a preface/communication with the mods as to the why and how they intend to address it going forward. Since we largely ask that players focus on the "formative" experiences of their characters in their AU history and not the formative relationships (though these can at times be one in the same), this is something we leave entirely within the respective players' hands.
But that's not to say that we won't step in to help with plotting and figuring out ways to make it more interesting or fun, and if for some reason this approach was used to circumvent having canonmate CR (I don't like character X even though they canonically are important to my character, Y, so I'm just never going to have them interact), then that would call for us to take a more hands-on approach.
